Judgement of the TAR of Veneto No. 304-2010 e visto quanto è stato anche confermato nella Sentenza del Consiglio di Stato, credo sia utile ricordare qualcosa di queste sentenze, in particolare quest'ultima di cui estraggo questi brani:

2.Con la sentenza appellata i Primi Giudici hanno accolto il ricorso proposto dal Comune di Villafranca di Verona reputando fondata la censura con la quale era stato dedotto il vizio di omessa partecipazione al procedimento del Comune di Povegliano Veronese .
